Constitution of Pakistan 1973 Article 199 Constitutional petition Lux punctuality, the rule of the applicable petition, contracted the import of machinery from abroad on the basis of the objection certificate (NOC) issued by the authorities, after the arrival of the machinery. The objection certificate was returned. The Pakistani dispute with the authorities was that they could withdraw the NOC on the basis of the rule of Lux punctuality. The Validate Authority had the authority to issue, re-recall or cancel this order unless this order was enacted. Power can be reused only after it is implemented and once this command is operated, it cannot be withdrawn. The executor of the objection certificate issued by the authority opened the Letter of Credit and contracted with a foreign supplier, some machinery had arrived in Pakistan and the NOC was brought under the enforcement of the locus pani to the government. The pass was not left to act in the circumstances against the applicant
