Were the accused under The Crimes Against Property (Enforcement Hood) Ordinance, 1979 did not satisfy the proper grounds for initiating proceedings against them under section 14 of the Sindh Crimes Control Act, 1975, and the Tribunal pursuant to sections 5 and 6 of the said Act. Did not comply with the mandatory provisions. Despite issuing summons, non-bailable warrants were issued against the accused before the tribunal could be restrained.
