Sections 2 (d), 2 (e) and 13 Building or Land Definition Petrol Pumps Whether petrol pumps were included in the definition of building or land for the purpose of the application of the West Pakistan Urban Rental Ordinance, 1959, the tenant. It was argued that the petrol pump could be interpreted as a factory or industrial concern, which could be termed only building or buildings with manufacturing equipment and no other place where the petrol pump was installed. Manufacturing process was not being incorporated or implemented, petrol pump was not factory. Was the most commercial institution, therefore, non-residential building or leasing land was appreciated but certainly no factory rental controller had properly rejected the tenant's request for such ground. The removal request on the controller's order should be dismissed. I suffer from any jurisdictional defect and there is no fault of the law
