Prior to the corresponding year lease auction, the authority had issued notification number SOVI 2 5/97. 27 7 1998 whereby the contractor of the lease had to deposit five per cent of the bid as security and it was also his responsibility to submit the claim for the refund. The Contractor having full knowledge of the terms and conditions provided in the notification participated. At the auction, the same amount was accepted and paid accordingly and the contractual contractor who was fully aware of such a bilateral agreement was obliged to comply and refused. Or cancel.
