Such an appointment is allowed in the field against Articles 4 and 18 of the Constitution; the applicant obtained the appointment illegally; therefore, Article 199 of the Constitution High Court was not entitled to any arbitrary relief. Concerns were raised. The deteriorating situation of the education department and the desire that the provincial government not only run departmental affairs but also appoint criminal cases against those who disappointed merit policy in the appointments.
