Constitution of Pakistan 1973 Article 199 Constitutional application was issued by the person to the bank for a notice of exceedance of bank guarantees while a constitutional application against such notice has been filed by the importer, through the Maintenance Bank Importer. Imported goods are guaranteed by customs authorities. The Provisional Assessment Customs Authorities issued a notice to the bank for bank guarantees after 15 years. Such notice was challenged by the importer in constitutional petitions and not by the bank's respondent that the petitioner was an aggrieved party. Was the importer, which was affected by the notice, therefore, the importer was considered to be the person concerned, the importer was entitled to request constitutional jurisdiction of the High Court in the circumstances.
