It may be recovered as an example of such a recovery, whether the damages in question were found in judicial or judicial proceedings, and were caused by the negligence or fraud of such a government pensioner. There was, however, no inquiry after one year. If no such inquiry was made to determine the responsibility of the public servants, then the Government shall have the power to initiate the inquiry to determine the responsibility which includes all exceptions.
