The WAGA and it may not even apply to cases involving the Industrial Relations Ordinance, 1969, which itself contains the definition of the term \ Establishment \ and \ Industry. The Pakistan Engineering Council was neither establishment nor industry, therefore, all those umpires who were "laborers" in the sense of the Industrial Relations Ordinance, 1969, did not have the right to register their union. Were also legally defective under the provisions of the Ordinance Certificate of Registration by the Registrar of Trade Unions. The applicant (engineering council) was not given any opportunity before enrolling in his employees union
