The relevant rules do not require the Public Service Commission to be attached to the subject matter specialist, but rather it was at the discretion of the Public Service Commission to seek expert assistance or to exclude the numbers provided. Respondents or any other candidate were rightfully excluded from the consideration for the protection of the principle of providing equal opportunity without discrimination where, with the Public Service Commission being a legal institution, the selection of candidates did not constitute any rule.
