Punjab Service Tribunals Act 1974 Section 4 (b) Constitution of Pakistan (1973), Article 212 (3) allowed leave to be examined for leave of appeal. If the appeal filed by the respondent (civil servant) before the service tribunal was fully competent in view of the bar contained in section 4 (b) of the Punjab Service Tribunals Act, 1974 or the competent authority to determine the merits of any appeal under it Contrary to the order, the service does not lie with the tribunal or otherwise to appoint a person to a particular position or to hold that position or to advance a higher rank or grade. Whether the order of the Service Tribunal is equivalent to ordering the extension of the respondents in Grade 19 and Grade 20, and, if so, to allow the Service Tribunal to consider such respondents' case with such publicity. Instead, it has the jurisdiction to order such development. And whether the order of the service tribunal question has adversely affected the applicants (public servants) and whether such an order can be granted in their absence and given the opportunity to be heard without them. ?
