In business, he wanted to set up or start a premises. The landlord, in his evidence before the tenant, had admitted that he had no experience of the business he wanted to start in the shop, and at the request of the renting tenant, the relevant authorities. The refusal to request the record was not justified. The accuracy of the leaseholder's relocation had already been moved; none of the grounds mentioned by the High Court was justified in interfering with the rental controller's order under the circumstances.
