Article 8 Constitution of Pakistan (1973), Article 212 (3) of the Civil Servants Act, 1973, authorizing the Appellate Service Tribunal to grant its permission to the public servants as good report to their average report on the scope of the notification. Allowed to consider where the public servant was, if he could have received a good report in the last five years, including the year of his conduct in the Supreme Court, however, the service tribunal order's process was suspended during the approval of the appeal.
