Article 16 Constitution of the Punjab Civil Servants Act 1974 (1973), Arts 2A, 3, 9 and 14 The effect of non-payment of salaries to civil servants who were performing or performing duties of salaries to employees. The payment of salaries is a violation of Art. 2A, 3, 9 and 14, which the state authorities have been negligent in carrying out such constitutional obligations, so they cannot be assumed to be against them. Action can be taken against them in disciplinary proceedings. In relation to non-payment of salaries to civil servants, the authorities were instructed to look into the conduct of the officers concerned and, if necessary, initiate corruption proceedings against such officers.
