This would violate constitutional orders. The payment of salaries is a violation of Art. 2A, 3, 9 and 14, which the state authorities have been negligent in carrying out such constitutional obligations, so they cannot be assumed to be against them. Action can be taken against them in disciplinary proceedings. In relation to non-payment of salaries to civil servants, the authorities were instructed to look into the conduct of the officers concerned and, if necessary, initiate corruption proceedings against such officers.
