Punjab Local Government Ordinance 1979 Sections 137 and 141 of the Punjab District Council (Exit Goods) Rules, 1990, R5 West Pakistan Land Revenue Act (XVII of 1967), Sections 81 and 82 of Pakistan (1973), Article 199 of the Constitution. In writing to the District Council leasing the application, a written affidavit was obtained from the applicant requesting that the receipt of the question was to be paid by the contractor through the district council employees and that the salary of these employees was also paid by the contractor (contractor). The contractual agreement between the parties concerned regarding the salaries of the District Council employees was based on the obligation not to fall under the lease agreement under the provisions of Sections 137 and 141, Punjab Local Government Ordinance, 1979 in question. This amount was not recoverable as notices were issued against the applicant according to the arrears of land revenue against the applicant with no legal authority and no legal effect.
