Should have been ordered to pay compensation. The misunderstanding was because the High Court could not determine the market value of the land included in the constitutional jurisdiction, nor could it instruct the Land Acquisition Collector to determine what it had already done under the relevant law. The land was acquired in 1968, while the constitutional application was filed in 1991. Even the relief granted to the applicant can be denied because of the circumstances. Done
