IQBALAHMED versus PROVINCEOFSINDH
R 9 (1) The absorption, meaning and scope of the civil servant who was initially appointed as the Prosecution Sub-Inspector, was subsequently absorbed at his own request as a Sub-Inspector in the Anti-Corruption Establishment. Such custody was nothing but an appointment by transfer and that was the only thing that could be done. Under the R9 (1) of the Sindh Civil Servants (Appointment, Promotion and Exchange) Rules 1974, since the public servant was held on the basis of the sub-inspector on a regular basis in his parents' department, by transfer of the new establishment of anti-corruption. This may be an appointment. The equivalent of a sub-inspector who had already been demanded by a civil servant does not have the legal backing to join the senior post of inspector.
