Punjab Civil Servants Act 1974 Section 2 (2) Constitution of Pakistan (1973), Article 212 (3) removal of employment was made on a regular basis on the recommendation of the concerned department recruitment committee constituted under the direction of the public servant. S's appointment letter also states that his appointment was not subject to probation clause, therefore, he was not empowered to terminate government employment. The Department of Education had terminated its services indefinitely under the orders of the High Court even though the public servants were not a party to the proceedings before the High Court, therefore, the High Court decision was not binding on the Government Tribunal. Had rightly stated that a civil servant was appointed on a regular basis, was not responsible for terminating his services, and the order of the service tribunal was not open to anyone. Permission to appeal the exception was denied in the circumstances
