ZAHIDA PARVEEN versus GOVERNMENT OF SINDH
Constitution Pakistan (1973), enrolled in Article 199 MB, B section class candidate submitted all documents except Permanent Residence Certificate which merit due to late submission of the candidate submitted before final list is published. Such certificate was not included in the list. Due to the late submission of permanent residence certificate, the candidate could not be denied admission to Medical College but due to his failure he was not the cause of any wrongdoing. Just because the district magistrate failed to carry out that purpose. One candidate had to file such certificate along with the application for admission, only to ensure that the candidate appeared permanent resident of the respective district before the admission closed, the candidate submitted his permanent residence certificate before the final merit list appeared. That served such purpose. As many candidates were eligible for admission in MBB Section 1 year clashes
