Sindh Local Government Ordinance 1979 Section 60 (4) Rules of Sindh Local Council (Taxation Enforcement), 1979, R3 Constitution of Pakistan (1973), Article 185 (3) allowed leave to appeal this argument. That under section 60 (4) of the Sindh Local Government Ordinance, 1979, the Council could set the date for the implementation of a particular tax, rate, toll or fee and hence the process when formal proceedings began. If it was done, then the zoo duty could be imposed with disappointment.
