Constitution of Pakistan 1973 Article 212 (3) List of seniority to a civil servant was not shown by any public servant in the previous list of seniority after revising such list and assigning seniority to any of these citizens. On appeal by public servants, the Tribunal of the Government Employees Service was shown as a junior. He was reinstated to the former position which he had been assigned to the previous list, against which no one was incensed for three years. The tribunal concluded that the seniority assigned to the solicitor was in the previous list. No amendment can be made after three years, especially in the absence of representation against which no such exemption can be made by the Service Tribunal as regards the maintenance of seniority in public service.
