The applicant's ability to appeal Section 4 was challenged by a letter issued by the authority stating that he was asked to return the bank accounts and other related records of vehicles, air conditioners, furniture and other equipment for the purpose of audit. He was no longer in charge. The said letter of the Center does not in any way conform to the terms and conditions which are allegedly violated and to cause action under the provisions of Section 4 (1) of the Act in the absence of an appeal order.
