Article 212 (3) allowed a government employee to appeal an investment approval claim for a period devoted to his study under the Cultural Exchange Program that the public employee's case had been rejected twice. The reopening of the matter was not confirmed by the source or other department in which he was serving; the period of representation presented after three years and after the expiry of the limitation period for filing an appeal before the service tribunal. Whether or not his claim made a fresh start and whether a public servant went on leave or without pay, at the end of the leave period or at any stage, he could not claim that he was in the public funds. Was on deputation for the purpose of exploitation.
