It was alleged that he was neither graded nor paid to the head financial owners, that the employee was allowed to work on his request according to the capability of the head financial and was not promoted to the position because he was selected by the selection board. The interviewed employee, who was never formally appointed head financier nor received salary and grades, could not come to court with a complaint that he had paid his right to file an employee complaint request. The trial court had rightly disqualified and dismissed.
