Was given full opportunity to participate in the investigation. He took advantage of this opportunity and examined the witnesses in his defense when the employee received another showcase notice and was given another chance to clear his position. This applies to service rules against the fact that employees were not personally heard by the appellate authority. There was no provision for the employee under which he had to be personally heard by the appellate authority. The employee did not even demand a personal hearing from the appellant in his memorandum, therefore the dismissal of the employment could not be excluded as the employees did not have a personal hearing.
