After entering the polling station, equipped with pistols of Punjab Local Councils (Election) Rules 1979 R, 73 (5) Constitution of Pakistan (1973), Article 199 Panel Code (XLV of 186 X), Sections 382 and 186. Not only were the ballpapers or ballot boxes allegedly removed at the pistol point but they had wrongly restricted the presiding officer and his staff and fired bullets to intimidate the people so that the Punjab Local Council (Election) Rules 85 to 88, 72 and 73 of the Rules, therefore, 1979, had no relevance to this case, therefore, the police investigating the matter had no legal jurisdiction. Was without precedent and could not be interfered with by the High Court in exercising its discretion under Article 199 of the Constitution.
