The Constitution of Pakistan (1973), Article 199 Domicile Certificate Petitioner, admits that the fact about the issuance of the former Domicile Certificate and Permanent Resident Certificate in urban areas was never mentioned in the Memorandum of the Constitution Petition. Copies of such certificates have run out. On the basis of the Domicile Certificate of rural countryside in educational institutions, after concealing the relevant facts, it was not permissible to request constitutional jurisdiction on such basis.
