Under Section 23 of the Act, the rules for regulating the court's conduct and procedure for the preparation and maintenance of the High Court's lawyers by the Pakistan Bar Councils shall be eligible for the Act. Pursuant to the terms of the Supreme Court Tribunal and Disciplinary Committee under the Act from time to time, it shall have exclusive jurisdiction if it is recognized as a High Court Advocate. The right to bar a lawyer from practicing before all the courts and tribunals while under the Supreme Court Rules 1980 IV, RR 2 and 30, the Supreme Court can only bar a lawyer from practicing in the Supreme Court.
