Second appeal was not available at the time. Initial objection that the right of second appeal did not exist at the time of filing of the eviction request, hence the Punjab Civil Rent Restriction (Amendment) Ordinance, 1990 through amending Ordinance VI of 1959. The right could not be granted, under which such right was granted. The substance was obtained under the second appeal under section 15 (6) of the Ordinance VI of 1959, as amended.
