There was nothing available on record to support the applicant's claim to a particular political party and he was a member of the Provincial Assembly and no such objection was raised by the applicant before the timely transfer of the Collector. In the absence of proof of the allegations made by the petitioner, the transfer of proceedings cannot be accepted if the applicant fears that he will not receive justice at the hands of the transfer chairman, he will be treated at another arbitration council. The collector will have to submit a request for a reconsideration of the matter.
