Section 10 Transfer Appellant, a surgeon, appealed against his transfer order, Appellant was originally appointed as an Associate Surgeon (BPS 18) at the Federal Government Service Hospital and was appointed by the Pakistan Institute of Medical Sciences. I was transferred to where he was elected as a General. The appointment of the surgeon (BPS 19) and the appellant under him continued until he was sent back to the Federal Government Service Hospital by an unreasonable order and the appellant was primarily ordered by an improper return order. The concession received that it was made as a matter of conviction was changed from BPS 19 to BPS 18 without adopting the required procedures provided under the Government Employees (Talent and Discipline) Rules 1973. The order of the office of KG showed that the appellant's transfer to Pakistan Institute of Medical Sciences was to be absorbed in this institute.
