There was no rule or notification under the Rules, 1980, for the Right to Promotion (Rules, 1980 and the formation, recruitment and promotion of Azad Jammu and Kashmir Management Group) in which it was decided that the Assistant Commissioner Zs and sub divisional magistrates shall belong to the same class of service or cadre. And they had the right to be promoted as Deputy Commissioners
