ORDER

The Commissioner is competent to entertain this revision application and but for the misdirection of the lawyer of the petitioner, this application should have been filed and disposed of by the Commissioner long ago. The applicant on being told realized the position. I accordingly send this to the Commissioner for disposal on merit.
