In another case, Article 185 (3) of the Constitution of Pakistan was granted leave of appeal which was created due to similar circumstances even though the modus operandi involved in these practices had different views and in relation to the fraud process. An authoritative declaration is required. Innocent people or people close to them and most of the poorer sections of society, tempted to get jobs abroad, refused to allow the appeal.
