Did not receive a written request from the applicant after reporting its implementation. It was not intended to be a major punishment, nor was it recommended to impose a large fine, and it was only recommended that in the future it should be cautious, the warning was not a minor penalty even though censorship was under the rules. No explanation was sent to the authority. In addition to the applicant's case, the imposition of a major penalty was made illegal and unlawful, for which the compensation was paid, therefore a larger penalty was imposed, hence the period. The question of whether to impose a large fine could not arise. An unwarranted order was declared without legal authority and without any legal e ffect.
