Sindh Civil Servant (Appointment Promotion and Exchange) Rules 1974 R4 Constitution of Pakistan (1973), Article 199 Applicant was legally appointed Excise and Taxation Inspector in Grade 11 under the terms and conditions mentioned in the appointment form. Applicants were argued. Appointments were made and elections took place and the government was changed, after which the appointing authorities changed their mind and refused to acknowledge the fact that they had been appointed, thus they had made their constitutional order. The posting order under the document deprived the High Court of resignation, the respondent was empowered by the respondent to issue the posting order.
