The cancellation of the allotment under Sections 10 and 11 of the Maintenance and Settlement Scheme, Part 2, paragraphs 7, 11 and 13 of Act 10 and 11 (XLVII of 1958) on the basis that the units were not transferred to the village concerned. Pilia challenged that no formal transfer of units from one village to another was necessary if both villages came within the same pivot circle, stopped, it was not a state porter who moved immovable units to another state. Could be given arbitrary powers to carry and satisfy them. The order of transfer in paragraphs 12, 13 and 13A of the scheme must be in order
