The tribunal answered this question in affirmation. Following the findings of the appeal, the Government of Appeal then issued a memo on July 27, 1987, under which it was emphasized that discrimination between field officers and employees in research institutes and laboratories was being applied. His appeals from the governing government did not matter. Merit and since they did not include questions for the law of public importance that could attract jurisdiction of the court, they were similarly excluded. issed
