On the basis of the Abandoned Properties (Topping and Management) Act 1975 section 11 constitution of Pakistan (1973), Article 199 authorities rejected the applicants' application under Section 11, Abandoned Properties (Handling and Administration) Act 1975. There was no stability in the law, such an order was declared without authority and had no legal effect.
