Article (c) Fact Finding Truth Unless a particular question has been decided to challenge the finding of fact, merely by referring to the facts and circumstances of the case, the finding of facts remains incomplete. The circumstances are referenced. Without challenging the finding of the case, it means that the matter should be considered on the basis of fact and fact finding as decided by the tribunal.
