Areas 8 and 10 have been declared as urban or rural. Two notifications issued as a result of two different provisions of the ordinance effect; any area under section 8 of the Sindh Local Government Ordinance is once declared as urban or rural. , It cannot be treated in this case, unless a new order is issued. Under the same section, the disputed area was already declared a citizen by a notification of past date which was not challenged then the notification under s 10 of the Ordinance to include a particular area in the Town Committee was issued. It was said that two notifications were issued as a result of two different provisions. The ordinance applicant's request that the disputed area be excluded from the urban areas was not sustainable; the bail plea against the deprivation of the applicant area in the Town Committee was not rejected.
