O VII, R 11 Punjab Pre-Emission Act (I of 1913), Sections 4 and 15 concede the reduction of court fees because the former umpires did not pay proper court fees within the stipulated time period for filing the case. The answer was given by a Supreme Court decision. PLD 1984 reported as SC 289, which was against the petitioners, refused to appeal.
