Sections 13 (6) and 15 of the Constitution of Pakistan (1973), Arts 185 (3) and 199 Relations between the landlord and the tenant are allowed by default despite the tenants' property order on the title of the landlord. For homeowners, the landlord must have the first time a civil court was asked to declare a title, about the title question being raised, properly dealt with by the lower courts and rent. A dispute has been decided against the petitioners. It was neither necessary nor appropriate to allow applicants to pursue title questions before refusing to appeal to another forum.
