The preliminary identification of the Presiding Officer was not identified in the election rules of the Local Borders Provincial Councils 1979 and the Constitution of Pakistan (1973), Article 199, where the polling staff, including the Presiding Officer, failed to perform their duty on the ballot papers. Failing that, the absence of these initiatives on ballot papers could not have cast votes cast by voters. In the ballot papers in which the presiding officer was not disciplined on the back, the ballot papers cannot be considered invalid. Then the election rules are followed. In the constitutional jurisdiction, the election of election officials and tribunals based on counting of votes cannot be set aside.
