Ultra wires are not kept, a must for the selection of all members. By secret ballot the Local Councils do not apply to either special interest seats. O = \ Local Council Chairman or Vice Chairman, specifying different voting procedures with respect to special interest seats. Under the rules formulated, the ballot secretly provided for the election of members of the ballot council in S13, and which was held, was secretly voting.
