I & 2‑Injunction, interim‑Fishery rights proposed to be leased out by public auction to highest bidder subject to approval of competent authority‑Power to grant or reject approval of bids without assigning any reason also expressly reserved‑Bids of plaintiff neither approved nor confirmed and in fact expressly rejected and plaintiff informed of lease rights having been proposed to be put to fresh auction on a specified date‑Bids, held, did not mature into any subsisting and binding contract‑Neither balance c;: convenience lay in favour of plaintiffs nor any irreparable loss or injury likely to be caused in case of injunction being not granted‑Petitioner also put in possession‑No case of issuance of injunction in circumstances made out.‑[Injunction].
