‑‑ S. 4‑Dismissal, appeal against‑Accused charged for issuing statement to Press casting aspersions on other officials‑Appellant neither suggesting any irregularity in disciplinary proceeding: nor proving that his conduct in issuing alleged statement was proper Dismissal order, in circumstances, not interfered with.
Ch. Muhammad Hanif, ex Beldar Agriculture Office, Shakargarh, has filed this appeal against the order of dismissal issued by Extra Assistant Director, Agriculture, Sialkot, dated 12th March, 1977. He filed an appeal with this Tribunal which was remanded to the Deputy Director of Agriculture, Lahore. The Deputy Director of Agriculture, however, by his order dated 2nd May, 1979 upheld the order of dismissal of the appellant.
2. The appellant was the President of the Punjab Agriculture Workers Union. He is stated to have issued certain statements to the Press particularly the Nawa‑i‑Waqat dated 24th January, 1977. In this statement he had cast aspersions on the staff regarding misappropriation of the fertilizers and seeds under the Barani Project Scheme.
3. The appellant's main contention is that the report to the Pres was not intentional and he only wanted to intimate to the higher authorities the irregularities being committed by the officials. The appellant's has not been able to show that any irregularity has been committed during the disciplinary proceedings or that his conduct as a Government servant in issuing the statement to the Press was proper. The appeal, is, therefore, dismissed in limine.
Appeal dismissed.
