Was promoted to Non-Supervisory Group respondents who were Water Management Officer, were transferred to Agriculture Extension Wing as Agriculture Officer of Non-Supervisory Group and on their request the Supervisory Group's Senior List. I was involved and was junior to the non-appeals supervisory group. The respondent was promoted to B18 on the basis of the Acting Charge. The appointment of the respondents from the Water Management Wing to the Agricultural Extension Wing was made through the transfer, however, it should be implemented on the Sindh Civil Servants (Appointment, Promotion and Exchange) Rules, 1974, provided by R7 (2). Was recommended by the appropriate Departmental Promotion Committee, but no such exercise was made that because of the initial absorption of the respondents in the non-supervised group, it could have been sustained in the same group. The fact is that the defendant was posted as Deputy District Officer, which was a post of the Supervisory Cadre, nor would he create facts in his favor to claim superannuation in the Supervisory Group, which the respondent, BS-17 I was very junior in appellants, can't be absorbed, it's a surveillance group that allows respondents to excel in the supervisory group, showed an act of favoritism that made appellant's order a seniority.
