The agreement is agreed upon. The property, by the respondents, did not show that the applicant had any intention of canceling his contract. In such a case the provision of essential services and utilities cannot be discontinued. The provider of such services cannot select and choose between the users. The duty was to provide this facility to the citizens. The relevant authority had no legal right to voluntarily discontinue the services and then claim that under the contract they were not obliged to supply gas to the subsequent shopkeeper.
