Despite the limitations imposed, the question of whether there were special reasons and special reasons for membership for the plaintiff's membership and allotment to it was a matter of opinion / discretion with the Society's Managing Committee. After more than fourteen years in the case by the plaintiff, such case cannot be reopened / re-examined or investigated by the Managing Board of Society established under the Pakistan Defense Officers Housing Authority Order, 1980.
