Article 9 Constitution of Pakistan (1973), Article 212 (3) Transfer order, cancellation of government employee was transferred not only on request but also against many complaints which were fully investigated and It was finally discovered that the civil servant was not acting in accordance with the rules of good governance and was obstructing the normal functioning of the department by appealing the transfer of orders by the public servants to the government employees as well as the service tribunal. The cancellation was meant to interfere with the government employees' request. In the smooth working of the government and the public servant, he could not claim to be appointed to one position at one place, but the public servant was required to serve against any position where he was ordered to transfer.
